The plan clearly puts forward the overall development goal of the robot industry for five years: By 2020, the annual output of industrial robots in China will reach 100,000 units, of which more than 50,000 robots with six axes and above will reach.

At the same time, the plan proposes that industrial robots and service robots will be developed in parallel, and encourage the development of the robot industry to high-end in many aspects, prevent the low-level redundant construction of the robot industry, and repeat the mistakes of the photovoltaic industry.
Actively complement the short board
According to the National Bureau of Statistics, China's industrial robot production in 2015 was 32,996 units (including foreign brands), an increase of 21.7%.
According to the statistics of China Robot Industry Alliance, in 2015, the self-owned brand industrial robots produced a total of 22,257 units, an increase of 31.3% year-on-year. The independent brands maintained a faster growth rate than foreign brands. In the first quarter of this year, China's industrial robot production was 11,497 units, a year-on-year increase of 19.9%.

In the face of huge market demand, the plan proposes that China's robot industry should realize "two breakthroughs" and "three enhancements" during the "13th Five-Year Plan" period, that is, realize major breakthroughs in key components and high-end products of robots, and realize robot quality reliability. The market share and the competitiveness of leading enterprises have been greatly improved, forming a relatively complete robotic industry system.
It is undeniable that the shortcomings of China's robot production technology are obvious. Zuo Shiquan said that China currently has insufficient practical ability to master the five key components. The precision requirements of the accelerator and reducer are not particularly high, and there are still great problems in the stability of the motor, controller and chip.
"There are technical experts who estimate that the gap between China and Japan, the United States and other countries in core components is around 15-20 years." Zuo Shiquan said.
Xin Guobin, deputy minister of the Ministry of Industry and Information Technology, said that it is necessary to clearly understand the new problems facing the robot industry: First, although the key parts of the robot have made breakthroughs, the high-end products are still lacking. Second, some products are close to the world's advanced level, but the ability to innovate needs to be strengthened. Third, the local robot industry has developed rapidly, but the hidden dangers of low-level redundant construction have gradually emerged. Fourth, leading enterprises are rising, but problems such as small, scattered and weak have not yet been fundamentally changed. Fifth, although third-party testing organizations have been established, the standards and testing and certification systems for robots need to be further improved.
Avoid the development of low-end industries
While supplementing the short board, it is also very important to guide the healthy development of the robot industry.
The plan clearly stated that the industrial robot industry standard conditions will be formulated, the resources will be concentrated to the advantageous enterprises, the robot industry will be encouraged to develop to a higher level, and low-level redundant construction will be prevented.
It is understood that as a high-end industry, robots have emerged as a low-end development in China, which makes Li Dong, deputy director of the Equipment Industry Department of the Ministry of Industry and Information Technology, worried.
The first trend in low-end development is the explosive growth of robotics. According to preliminary statistics of Li Dong, there are more than 800 enterprises involved in robots in China. More than 200 companies are robotic ontology manufacturing enterprises. Most of these enterprises are assembled and processed. The industrial concentration is very low and the overall scale is small.
In addition, there are more than forty industrial parks that focus on the development of robots, and some of them have obvious problems of “re-investment, light innovation, and light talent trainingâ€.
The second trend is that local robotics companies have weaker capabilities in manufacturing high-end products. The share of foreign brands with more than six axes is as high as 85%. According to statistics, 70% of robotic parts are dependent on foreign countries.
Yao Zhijun, deputy secretary general of the Robot Industry Alliance, told the 21st Century Business Herald that the development of the robot industry must avoid repeating the mistakes of the photovoltaic industry. “Because of the existence of subsidies, many companies have entered this field, but they do not master the core technology, often put together some parts and get subsidies.â€
Zuo Shiquan believes that subsidies should pay attention to the problem of information asymmetry in the actual implementation process, and must achieve precise support, and do a good job in project review, expert evaluation, and later tracking.
In order to solve this problem, Li Dong introduced that the plan will curb the low-end trend of high-end products from six aspects.
The first is to actively guide enterprises in various regions to develop the robot industry rationally and differentially according to their own conditions and advantages, and to guide policy funds and resource elements to concentrate on advantageous regions and enterprises, avoiding repeated high and low levels of repetition; secondly, China needs to develop. A high-end robot brand that supports the development of robotic leading companies. Recently, the Ministry of Industry and Information Technology will speed up the implementation of the "Special Action Plan for the Cultivation and Promotion of Individual Champion Enterprises in Manufacturing Industry"; once again, the technology development of a new generation of robots featuring artificial intelligence and virtual reality will be strengthened.
The fourth aspect is to establish a testing and evaluation center for robots, accelerate the improvement of robot quality and reliability, strengthen the construction of robot inspection and certification systems, and support the cultivation of craftsmen with craftsmanship; finally, the industry self-discipline, promote robot strategy Enterprise alliance, establish robot industry association, strengthen industry self-discipline.
