The prevention measures for the accidents of dangerous chemicals were proposed.

First, under the new circumstances of popular entrepreneurship and innovation, the company will analyze in depth the new situation and new problems faced by the safety supervision of small and micro enterprises, and study and formulate countermeasures in advance. Second, dangerous chemical companies must strictly follow the law in their production and operations, and must not use production and management. Projects, sites, and equipment are contracted or leased to units and individuals that do not have safe production conditions or corresponding qualifications. Third, trial production of hazardous chemical industrial production equipment is strictly prohibited. Newly-developed hazardous chemical production technology must be tested in small quantities. On the basis of pilot-scale and industrialization tests, the scale of production is gradually enlarged to industrial production; the chemical process first used in China must pass the safety and reliability arguments of the relevant departments of the people's government at the provincial level; fourth, hazardous chemical companies must carefully formulate the “winter protection” plan. Do a good job of anti-freeze, anti-coagulation, anti-skid, fire, explosion-proof, anti-leakage, anti-static and other work to ensure production safety.

The State Administration of Work Safety conducted an analysis and forecast of risks in key industry sectors. In terms of hazardous chemicals, due to bad weather such as freezing rain and snow, dangerous chemicals production pipeline equipment is prone to leakage, fire and explosion caused by frost cracking and freezing. It is necessary to urge enterprises to formulate the “Winter Prevention” plan in advance, organize serious winter safety inspections, and do a good job of antifreeze insulation for equipment, pipelines, and other facilities.
