I. Special Equipment Safety Management Organizations and Personnel
(I) Setting up a management organization
1, the management agency. In the form of enterprise (legal person) internal management documents, the special equipment safety management agency shall be specified, and the position and contact telephone number of the agency personnel shall be indicated.
2, institutional management structure. The personnel of the management organization are represented by the organization chart, indicating the management relationships among the management personnel and the departments and equipment under management.
(2) Identify the responsible person for safety production and the safety management personnel equipped with special equipment
1. Identify the responsible person for safety production. The person in charge of safety production in this unit shall be clarified. The person in charge of safety production shall be fully responsible for the special equipment of the unit (the responsible person for safety production shall be the principal person in charge of the company). If the person in charge of production safety is not a legal representative, there should be a company letter of appointment affixed with the official seal.
2. Appointment of special equipment safety management personnel. There is an appointment letter for full-time or part-time safety management personnel for special equipment stamped with official seals. The appointment letter shall indicate the main responsibilities and term of the safety management personnel. The appointed manager shall establish a labor relationship with the unit (attached with the labor data).
3, managers hold certificates. Special equipment management personnel must pass the examination of the quality supervision department and obtain a national uniform format certificate before they can take up posts. The management personnel must go through the appointment procedures with the company and go to the quality supervision department for filing.
Second, special equipment safety management system
(I) Formulate a special equipment safety responsibility system
1. Safety responsibility system of various functional departments. Formulate the safety responsibility system for all functional departments. Including: the responsibility of special equipment safety management departments, job training and education departments, safety responsibilities and systems.
2, each post safety responsibility system. Develop safety responsibility systems for all positions of special equipment. (II) Formulate safety regulations for special equipment
Formulate the unit's special equipment safety rules and regulations. Including: special equipment maintenance management system, special equipment accident emergency rescue system, special equipment regular self-examination and hidden danger rectification system, special equipment inspection and inspection system, special equipment safety training system.
(III) Formulating Special Equipment Operation Procedures
According to the requirements of special equipment types, regulations and safety technical specifications, the safety operation regulations for each post are compiled. Including: quick opening pressure vessel operating procedures and so on.
(4) Formulating Emergency Rescue Plans
According to the use of special equipment in this unit, the emergency rescue plan for major accidents shall be formulated; corresponding emergency rescue equipment and relief materials shall be provided; and rescue drills shall be organized at least once a year.
Third, special equipment administrative license and regular inspection
(I) Administrative Licensing
1. Provisions for the administrative licensing of special equipment. Units using special equipment shall handle the registration of special equipment within 30 days after the special equipment is put into use or within 30 days after it is put into use.
2. Changes in the administrative license for special equipment. Special equipment decommissioning, cancellation, transfer, relocation, re-enablement should go to the quality supervision department for relevant procedures.
3, operators hold certificates. Special equipment operators must pass the assessment of the quality supervision department and obtain the national uniform format certificate before they can go on duty. Operators must go through the appointment procedures with the company and go to the quality supervision department for the record.
(II) Periodic inspection of special equipment
1, special equipment inspection. Units using special equipment shall submit a regular inspection request to the special equipment inspection and testing institution one month prior to the expiry of the valid period for inspection of special equipment (the inspection date of each special equipment can be viewed from inspection reports and conformity marks).
2, special equipment inspection requirements. During the inspection of the cranes, they must provide maintenance contracts and valid worker certificates.
3, special equipment replacement. After the special equipment has passed the inspection, it shall bring the use certificate, inspection qualification mark, inspection report, maintenance contract and maintenance qualifications of the maintenance unit to the quality supervision department to handle the replacement formalities for the annual review.
Fourth, safety training
Units that use special equipment must carry out business training and safety and energy conservation education for special equipment operations within their own units based on the implementation of the qualifications of special equipment operators (including management personnel). There are safety training plans, training records, and training assessments.
V. Special records
(I) Record of daily use status of special equipment (special equipment operation record)
According to the category of special equipment, it records the daily use status of special equipment and records the usage status of the equipment.
(2) Record of maintenance of special equipment (including safety accessories, safety protection devices, measurement and control devices, and related maintenance records of auxiliary instruments and meters)
According to the special equipment category, special equipment maintenance and maintenance records are printed separately, and the equipment maintenance records are recorded every time. The daily maintenance of the elevator must be undertaken by a qualified unit. After the maintenance, the maintenance personnel and the user should sign the maintenance order. The maintenance order should be at least in duplicate. The user and the maintenance unit should each keep a copy. At least 15 days, the elevator will be cleaned, lubricated, adjusted and inspected.
(III) Inspection records of special equipment
According to the special equipment category, the periodical self-check records (including daily inspections, monthly inspections, annual inspection records) are printed on special equipment, and self-checks are conducted at least once a month and recorded on the record.
(4) Operation faults and accident records of special equipment
Printed special equipment operation failures and accident records, when the special equipment operation failures and accidents, detailed records of failures or accidents, causes, solutions and so on.
(5) Periodical inspection and rectification records
The main problems of periodic inspections and the implementation of rectifications are recorded on the record.
(6) Boiler room records. Boiler room to set up six records:

(I) Unified file box specifications

1, document regulations. Uniformly store laws, regulations and documents for special equipment.
2, comprehensive management. The special equipment safety responsibility system, management system, operation procedures, special equipment safety management organization, management structure chart, full-time part-time safety manager appointment book, and special equipment use management safety responsibility commitment letter shall be uniformly stored.
3, special equipment account account class.
Using account books or information management systems to manage special equipment ledgers, account matching, can facilitate indexing to the corresponding file information. At least include the following:
1) Equipment distribution. It is best to have a map of the special equipment of this unit.

4, special equipment operators. The annual training plan, training situation, assessment personnel information or photocopies of work personnel shall be stored in a unified manner. The special equipment operator's certificate shall have the employment record of the employing unit and be filed with the Bureau of Quality Supervision, which shall be within the validity period.
5. Emergency rescue. The unified emergency archiving plan, exercise plan and drill data of major accidents for special equipment shall be archived.
6, technical archives. It is based on the principle of one equipment and one technical file (can be stored in multiple file boxes), the design documents, manufacturing units, product quality certifications, and usage and maintenance instructions of special equipment, as well as installation technical documents and materials, and special equipment use certificates. Special equipment use registration forms, periodic inspection reports, and safety attachment verification reports are stored in a unified manner.
7, special equipment related records. Special equipment records are filed once a month, and the daily use status records, special equipment maintenance records, special equipment inspection records, special equipment handover records, special equipment operation failures and accident records are stored in a unified manner.
Seven, special equipment on site
(I) The field equipment matches the account
The field equipment is consistent with the equipment account and equipment layout.

(III) Posting of Safety Signs and Logos

(IV) Posting of Special Equipment Management System, Responsibility System and Operation Procedures

(5) Operation of equipment safety
1. The safety accessories of special equipment are sensitive and reliable within the validity period of verification; special equipment is used under permitted conditions, and no abnormal situation occurs.
2. Special equipment operators hold valid certificates (carried with assistant cards to prepare for inspection), record the equipment operation status in a timely manner (check equipment operation records), and have no illegal operations.
(6) Equipment environment
The equipment environment is clean and unobstructed and meets the requirements of the equipment.
