Continue to suspend the application for coal exploration rights within three years
Beijing, 10 Feb ( Xinhua) -- The Ministry of Land and Resources issued a notice to ensure the healthy and sustainable development of China's coal industry and prevent over-exploitation of coal resources exploration. The decision was made to continue before December 31, 2013. The application for new coal prospecting rights was suspended nationwide.
The notice requires that, except for the following circumstances, the country will continue to suspend the application for new coal prospecting rights: (1) Key coal resource development projects approved by the State Council and coal resources pre-examination, census and necessary detailed investigation projects conducted by the Central Geological Exploration Fund . (2) The coal resources pre-examination, general survey and necessary detailed investigation projects carried out by special funds for geological exploration at the provincial level, and the provincial people's government officially came to the project agreed by the Ministry of Land and Resources. The notice clearly states that the coal resource exploration project using the central geological exploration fund or the provincial-level financial arrangement special fund for geological exploration does not absorb social funds to participate in the exploration, and should also submit project project documents and exploration special fund plan (or budget) documents when filing. After completing the preliminary investigation, census and necessary detailed investigation work, the exploration rights shall be cancelled according to law, and the mineral reserve shall be implemented. The mining rights shall not be directly set after exploration.
